- In a skillet, pour in vegetable oil and heat over medium heat. Add minced garlic and shallots, sauté for about 1 minute until fragrant.
- Introduce the ground beef, breaking it apart with a spatula. Cook for 5-7 minutes until browned and fully cooked.
- Stir in soy sauce, oyster sauce, brown sugar, and chili flakes. Let it simmer for 2-3 minutes.
- Remove from heat, then mix in lime juice and chopped Thai basil. Allow it to cool slightly.
- Set up a rolling station with warm water. Soak each rice paper for 5-10 seconds until pliable.
- On the bottom third of a wet wrapper, place a small amount of the beef mixture and any optional vegetables. Fold and roll tightly.
- Slice rolls in half and serve with a dipping sauce of your choice.
